No, this is not a fake. This is a beta. That is why it is not on the VMware web site yet. They will not announce it on the site until the beta test is finished and the final build is released.
Do you see above where it says "Build 197124 RC" <-- RC means Release Candidate which means a late beta (very close to final).
The size of this download is much smaller than the official download for 6.5.x so anybody can see that this cannot be 6.5.x. The reason that the newer version is smaller is due to one of 7.0's new features: Dynamic download of VMware Tools. In older versions such as 6.5.x, the installation was large because it includes several large ISO files containing VMware Tools for Linux, Windows, and other common "guest" operating systems ("guest" means the OS which you run inside the virtual machine so you may need the Linux VMware Tools even if you run VMware on Windows because you could have Linux inside a virtual machine). In 7.0, the VMware Tools are dynamically downloaded so they are not included inside the installer, which makes it smaller.
I have downloaded this RC and it looks like a real beta copy of 7.0. You may not want to waste your download on a beta, but do not call it fake.
